You need to link the d3d9 lib to your project. You can do this under linker settings or use pragma.
#pragma comment(lib,"d3d9.lib")

Put it in the compiler/IDE's include {file|directory}, {if you are|should you be|for anyone who is} using Visual {Studio room|Facilities|Facility}:

C: \Program Files\Microsoft {Visible|Aesthetic|Image} Studio 8\VC\include

(for example), {you might|you might also} have a subfolder (like I do):

C: \Program Files\Microsoft Visual {Studio room|Facilities|Facility} 8\VC\include\d3d

All the headers are inside. Like SixOfEleven said, {you will need to|you will have to|you'll want to} aquire these files from the directX SDK.
