Hello!
I'm on the same boat too. I'd never tough that something as "simple" as this would give such a hard time. After days of searching, reading, testing and bumping my head i've found pieces of info that may save you time in your research.
First of, very few people is willing to share the in's and out's of this kind of project. Please don't ask me why.
Second, most of the samples you find are for playing clips and not actually to stream live video.
Being said that, the requirements for a video chat depends on what you need.
Let's say you need to keep track of conversations, users, rooms etc. or
a one to one chat (like support chats) or just a plain and simple chat)
for the first one here is a good start:

This is just for the easy part: "The Chat" component.
For the streaming video.... Bad news... at least for me.
All video chats i'd found use flash player. so i though i would take the same path, and i did.
First you will need the FMS (Flash Media Server) and Flash Media encoder, both are free. I must say that the FMS is free the developer version.

There you'll find to set your fms up and running... Well not that easy... unless you
1. Apache server or want to have two web servers. Yes, by default FMS installs Apache server. This will lead a problem when fighting for the port 80. the "walkaround" is to have to public IP's.
2. That you find the way to (or the script) to have both webcams streaming from different ips.
