Desktop application in Vb.net connect with internet

This is Raj. I am working on desktop application in VB.Net connect with internet. Plz. help me i am new in VB.net.

Application functionality:

This application includes objective type question and subjective question. User start Test after that submit form the application should be enble the user send answere sheet to me and user can get correct answere sheet from me.

Plz. suggest me how to create dynamic form in this project.
