So I am using XAMPP on my vista laptop as my 'local host' and I thought I made all the proper changes in the right files so that I could use phpmail.
However, it keeps saying that the smtp server is 'localhost' - so I don't know which file is left to change...I restarted the APache server as well...do i need to restart the entire computer?

What is 'it'? Where do you see it?

No, you're used to Windows. The webserver is just a program and is not dependent on the state of your OS. Rebooting will never solve such a problem.
What file did you exactly change? Is that http.conf, php.ini or the phpmailer config?

I believe I changed the php.ini file (there were two that said ini type files)...i couldn't actually find the http.conf file to change it so that might be the problem...phpmailer wasn't showing up either.

You need to change the php.ini to use the smtp server (set is enabled) and change it to use your ISP's mail server(or your own one if you run one). If you're not running a mail server (the large version of XAMPP does include one), mails to localhost:25 will not be accepted
