tell you.. what? The mechanics you need to implement, or do you just 'want deh codez'? Do you know how to write code? What's your background? There are so many questions you are not answering!

Honestly, I'd take a class from http://www.gameinstitute.com/ After the first programming course you have the skills to make a text based rpg in C++ (it'd be a console rpg, but I think the basic programming skills and concepts are what's really important). The price is pretty cheap, a bit over $100 for the course which includes the book.

BTW, a console rpg runs in a little black box (like the cmd/doss prompt). It doesn't refer to a home console like the Xbox, or Playstation. Just making sure you know ;-)
