How to develop softeware to download file from net

I want to create one software. The job of software should be

It has to access *asp file on site .
eg http://:www...com/*.asp
asp file contains some links to pdf files.
i want to download those pdf files

So software has to access asp file, then fetch link of pdf and
then download those pdf to harddisk..

So any suggestion on this..how to do it..
I know C and VB..if anyone guide..i ll do it...
or any smart one can do it for me..:-)
