Using web host server for storage of txt files

Can I use any free web host server in the internet as a storage for my txtfile and could I alter it using a program made from vb.. TY

I made a project doing a chat system over a network but I know if I could implement online??? My idea is distributing my .exe file to my friends..

Yeah you can..I did something similar to this but I'm pretty sure you'll need ftp access...or maybe shell!?
