First you need to purchase a copy of SQL Server, host it on your own server computer, which would mean you'd also have to buy that, and then the licenses, and then you have to pay someone to write the application. Or you could just get information from this site and read their tutorial on how to do so.

1. SQL Express is free.
2. It can be run on a pretty standard PC.
3. No licenses are needed
4. He can write the code himself.


To the OP, we are not going to do your homework for you. You need to do it on your own, and if you have problems, you come here and post YOUR CODE and your problems.
