Hi!..I am planning on developing a web-based internet access control system (users have to buy load then log-in before they can have access to the internet).

Any suggestions on how I should implement this? Language to be used?

you can use a desktop application common language like visual basic
but i f you want to create a more complex system,associate the web development to vb like html and php css and you can laso used the vb.net.
