Agreed. I've been trying to remember to check here when I have time, lately, and answer any topics that haven't gotten a reply yet. Some time's I do fall in to being a bit generic if it's late, I'm in a hurry, or there's a few too many topics unanswered, but I late least try and get a a full sentence or two in and have a somewhat decent, nice, reply just to make sure they get something.

Indeed, it is very important that they feel welcome coming to the site, I know I need to pick it up on my part. Greeting leaves the first impression the user has with the forum.

I, too, am trying to write in this section from time to time, however I never write a templated "welcome" message. Rather I only "welcome" when I have something even remotely genuine to say to that person. Usually that means I answer people who plan on learning C or C++.

I don't want them to feel that my "welcome" is forced, automatic, and not really aimed at them, so I always try to think of something, even if its just a few words. Hopefully I'm not too bad at it.
