What kind of difficulty level you aiming for? This is a good site which list project ideas for IEEE
site

I don't understand why you came to a Java forum to ask such a question.
IEEE doesn't have a site with suggested projects ? These could be done in C++, Cobol, Fortran, Php, Basic, Snobol, Java, Python or whatever ?
Then, if you decide to make it in Java we will be glad to help.
Don't see why you ask, Java programmers, (most of them might not be engineer), to suggest an engineering project.
If you were a carpenter, would you go to Black & Decker skill saws website to find a project ? No you would go to a carpenter web site projects and then decide which Black & Decker tools you would use.
