with system I think he means (I could be horribly wrong either) a pseudo operating system.
since I am not sure this is a correct therm I will explain myself;

there is no simple answer. This completely depends on what sort of system you are trying to create. if you'd like to see an example of a system, you could take a look at this website where you can find the sourcefiles of the system I showed you in the first link.
