APT stands for "Abandoned project Takeover"
It means the takeover has been approved, now the project itself needs approving. I don't know if SF.net have actually sorted it yet, but there's an issue with APTs where they don't actually get approved at the moment. Annoying, I know.
Moved to the corner cube.

Whenever I submit a project also. As long as it's not sunday i'll usually get a response back within the hour. So you might want to review what you submitted.

It's nothing to do with that. SF just can't deal with APTs at the moment.
I can almost guarantee that if you re-submit the same project with a different name, one that isn't already taken, it'll be approved within 72 hours.
