Blocking Applications

Hi, I'm looking to develop software that will allow a user to choose and then block applications from starting (i.e. games, iTunes, etc.) I've been looking around and cant find out where to start with this. Is this possible and if so are there any resources around to get me started? I'm developing for XP. Thanks.

One way that I know of would be to hook the Windows Messaging API, & watch for the programs on the list. When one is encountered (launched) don't allow that message through, therefor Windows will not allow it to start.

Windows API Hooking is no beginners task, but there is plenty of documentation online.
