Need help with SSH for running Scripts

I have a perl script and Expect batch that are running on FC6. Network has now disabled TELNET so now all this doesn't work any more. I need a PuTTY or OpenSSH connection to run my scripts in. Preferrably FC6 but could use Windows if I have to. The target host is UNIX. IF I have to switch to Windows, I need help piecing all this back together. First step logs in and runs a Oracle query against the database. Second FTPs 4 files down from host. Third, extracts data into a merge file. Fourth, merges file with existing Excel CSV import file. Everything works except step 1 since TELNET was disabled. I am looking for a SSH like PuTTY I can run my scripts inside, can be either a Windows shell or Linux shell as long as it is capable of connecting with UNIX. Must be compatable with Expect 1.21 and Perl.

Write a shell script - here's an example of one that I wrote to log in and update one of our checked out applications:
ssh [email protected] -t <<EOF
cd /lib/apps/app
svn up
EOF
