if it's not what is used other than flash ?

It seems unlikely, but game development isn't my area of expertise so I may be wrong. A browser game with decent graphics is going to run under some sort of plugin, like Flash, Java or ActiveX. A strictly text game, like an RPG/MUD, might be using PHP, Perl, Ruby, or just about anything on the server.
