what used to happen for several software houses i worked for was that the people or team who wrote the software were responsible for training/fixes/support, so if u wrote bad code then the onus was on u to sort it out. as people left the company, any legacy projects were shared around to staff whom it was thought were best suited. It all seemed to work well, coz as support is a pia it focused ur mind on getting it right first time lol.
