Basically, even the Notepad can be a HTML editor. If you need a WYSIWYG, take a look here:

I'd suggest learning HTML before using a WYSIWYG editor, it'll help you in the end when you need to fine tune things or clean things up, or when you're debugging. You yourself are the HTML creator in that case.

I've used HTML-Kit. It's a free dowload, pretty basic, but I actually found it a great learning tool. While I use it, my partner uses Dreamweaver, but from a learning the fundamentals point of view, I would suggest HTML-Kit.

learn html and use eclipse.

I personally liked using Notepad++ until I got my new job and now I'm on a mac using textmate and I really like that as well. Dreamweaver has a tendency of tag vomit which I don't like.
