If your site is built on CSS, then easily yes. Otherwise no.

ouch, you would know because you have to do it yourself...
look in your code for <style> tags or <css> tag
Hopefully you have a <style link> type tag which means you linked to a file, otherwise, I would use the find and replace feature in the site explorer (the file window) and do a find link color (the #000000 type tag for your links) and replace with your desired color...
But in the future, learn how to use the CSS function, it's EXTREMELY helpful!

It would also be possible with Server Side Include, simply make .txt file with all of the body tags you want, and instead of putting body tags on all your pages use the include code. This is useful secondary solution :)
