I need a Firewall DLL or a vb.net firewall source code that will work on vista and xp and block specified IPS. whether that be vb.net code or a dll that can block ips specified. Any ideas?

You can use the Windows Firewall and interface with it using shell. Lookup netsh firewall To execute the shell use

shell("command here")

It isn't that simple. You need to create a driver with access to low level windows commands. Simple VB.NET code doesn't have that much power. You could programatically create a rule for Windows Firewall, which I think was suggested above.
