Depends on what you're using, and what language you're using.
If you're working in flash, and you've created a custom button then it's as easy as going to that specific mouse over state of that button, and changing the color text.
You could create a MXML component in Flex, and a CSS stylesheet, and skin the button that way you could potentially change the entire skin of the button for each state of the button

The following is a link that has video tutorials that shows you how to skin buttons in Flex, but if you want to just change color text of your button do the mouseover state that is if you're working in Flash.
There really is no one solution to this as it depends on what route, and technology you are working with.
