The exponent e is normally just picked to be a some prime (like 3 or 17). I don't know what you are doing though. Why is there no condition on p and q to be (distinct) primes in your code? -

Alternatively, one could have the default "not found" printout before the loop and skip the else branch within it.
To OP: Your problem would probably have become quite apparent if you had debugged your code with a few System.out.println in the loop. Consider that a tip for the future
