Well I finally solved my issue thanks to some help from my uncle, I feel kind of dumb for not thinking of it my self. The solution was to put the bitmaps into the same folder as the executable and that solved it completely. As I progress through using allegro ill keep posting about it.

After lots of time trying to get allegro to work for me I was able to start writing simple stuff in my IDE with it such as text and moving symbols and now load bitmaps to the screen and animate them. They work great when using my IDE to run them but when I try to run them outside of the IDE they either just end or they just change the screen...
