    The reason you're getting your exception is because when you declare and allocate memory for your two-dimensional String array in line 196, you give both dimensions size zero. Then you try and index into this array, but as this array was given no memory, you can't index into it - hence 0 is out of bounds when indexing into the array. I'm not sure what values you want r and c to be but they need to at least be greater than zero if you're going to index into them like you do in lines 197-202 (so for the sake of lines 197-202 r needs to start as 1, not 0 and c needs to start as 6, not 0). Sorry, but I only skimmed over your code.

    If you want to use a filter to remove some noise form an image Matlab already has a lot of these functions built in. For a mean filter (what it sounds like you're looking for) you can just do the following:

    A=imread("noisypeppers.tif");
    meanFilter = fspecial('average', [3 3]);
    toShow = imfilter(A, meanFilter);
    imshow(toShow);
