    Replace C:\Users\Maatouk\Desktop\Excel.xlsx with My.Computer.FileSystem.SpecialDirectories.Desktop & "\Excel.xlsx"

    This basically gets the Path to the desktop on the computer the application is running on, Hope this is what you needed.

    The code that i provided before, puts the ico file in the same directory as your program. But you can set the path to any place on your computer. So just replace the "Logo2,3.ico" with the full path of the ico file

    You can load the .ico file through the program, As long as you don't have option strict on, This automatically converts the icon into a bitmap, which you can then show in a picturebox in your form
            Dim bmmp As Bitmap = Bitmap.FromFile("Logo2,3.ico")
        PictureBox1.Image = bmmp
