I had to fix a computer from one of the nightclubs in town. The owner smoked like an ashtray and the club had all that "smoke" stuff from the fog machine. The inside of the computer was physically sticky. Looked like your photo x 10

It eventually went away...

I just had a computer dropped off my a customer that was killing me! While this machine was powered on, cooking the tar baked onto the wires, I could almost feel the lung cancer setting in with each breath I took. It was horrid! My intention was to provide some photos, but it was a rush job & was completed the same day it was dropped off. By far... the worst one yet. Even the dude that picked it up smelled like a tobacco factory.
