how can i go about turning my local computer into an FTP server?

is there an easy to use software setup for it that'll make it secure and let me select upload rate limits, max users etc.

Check here for Filezilla.

Assuming you're using windows...there are about amillion for linux, not super sure about Mac stuff.

I recommend SFTP (FTP over SSH basically) -- especially if you're concerned about security and will be accessing your mainstay machine from the far reaches of the Internet. FTP transmits passwords in plain text. SFTP encrypts.

cyberscribe raises a valid point (as usual). As an fyi, Filezilla has SFTP support.
