Problems W/ Dial-up

Although I may hate to admit it, I have dial-up. Well, I used to. See, problem is that my computer doesn't seem to realized that it is connected to the internet. It opens up network connections and says I'm connected, but only windows explorer will allow me to browse - not even internet explorer. None of my programs (I mean none, including windows update), will connect. I'm running windows xp, as is my sister (who has the same problem) but this isn't affecting my dads Windows ME or our Mac. Still, she's running service pack 2 (this is a recent problem and she downloaded it) but I'm running original version. I've also had serious trouble connecting to networks. Usually it says I'm connected, but the network completely goes down when I'm on, wireless or not. Needless to say, this is really pissing me off. I don't think it's a virus because I formatted my hard drive not to long ago, but I know I got everything re-installed, and, again, my sister has the same problem and didn't do anything to her computer. Any help at all on this would really help.

start->run, type "cmd" and hit enter
you'll see a black window with a cursor
type "ping yahoo.com"
what happens?

I tried the ping command on yahoo.com and several others, but it said that it could not find the host. I have discovered that windows update will connect to the internet and download things, but I haven't been able to find any other programs that work.
