Any answers to this thread will probably go under heavy review. Regardless of how you intend to use it, we can't be held responsible for someone using an answered question to run a scam.
So no, I don't feel as if though I should not have responded. It's part of my moderation duties.
& I'm still extremely curious to know these "legitimate reasons".

If you think that these encryption software do not work for some reasons, please let me know so I'll be even more skeptical.
I'm looking to buy one, unless there are some free ones I can try, not to sell a service.

While I am sure that encrypted phones exist on the market (a Google search confirms) I would imagine that various countries will have laws governing their use. On the newer smart phones it should be relatively simple to write encryption for VoIP programs.
Keep in mind though that encryption is non-trivial and to get encryption to run at real-time speeds requires a good about of processing power. I think that you will find that "encrypted cell phones" tend to use hardware encryption rather than software encryption.

I'm pretty sure it is illegal where I am or at least can be made illegal very easily, but then so is freedom of expression as guaranteed by the UN Charter.
Anyway, After a few days reading, I have yet to find a credible independent report on the subject. Every piece I've read is pretty much a sales pitch. I'll keep on looking and watching this forum in case someone comes up with something interesting.

Perhaps I can chip in on some ideas.
There are plenty of security companies offering voice encryption on mobile phones, and certainly much of these can be "googled".
Nevertheless, anything that is widely available as "standard" or commercial off the shelf products, is opened to personal judgement on how the encryption works, algorithms used and whether or not if it is a purely software or hardware based encryption, and if the product is subject to Export Control. The best of course would be a combination of both hardware + software based encryption.
Whatever you can find over the Internet will always have similar sales pitch tone.
We have to accept this as many companies pay top advert dollars to search engines so that their websites would be prominent to "search" results.
Back to your main question and answers.
1. The higher the security, the higher the cost. Logic. AES ? Pretty standard.
2. Identify if you need to secure Voice and SMS too ?
3. What phones / mobile platforms that you want it secured ?
4. Review of the solutions offered by companies and from which country of origin ? (CRITICAL !!!)
5. Encryption key management ?
Anyway, deploying Encryption is like a kid going to an ice cream store.
Some like Vanilla ice cream, some like Chocolate ice cream and while some like others.
But they are all good ice cream anyway.
It's a personal choice and relative to one's budget.
If the information you need to protect is of low value, then obviously you would not be spending top dollars to protect. But if the information is off very high value, then price becomes secondary.
Catching cheating spouse, monitoring on your kids conversation with friends, or employees may sound like a right market market for commercial products suited for mass market.
But then, if it is for National Security or Politics, then it changes the whole game plan.
From your initial request, it's primarily meant for the political use.
Again, one can be the opposition party today, and the the ruling party next, and obviously becomes the Government of tomorrow. Depends on how you see it.
So unless you can refine your search on your requirements, obviously you will be getting heaps of questions thrown back to you.
And how sure if such security solutions do not fall into the wrong hands ?

That's funny that you are looking for software like that. I just saw this = http://www.spoofcard.com/ at the gas station today. It's like they are telling kids that it's ok to lie and play games with people.
