CHMOD Folder Permission Setting Not Working

I'm unable to change file permissions. Whenever i try to CHMOD my folder to 777, i get this error "FileOp Failure On : "<file path>" Operation Not permitted.".

Isn't this a problem with the hosting service??

I've my folder permissions as 755. The folder is generated by a php script, (Joomla CMS). Shouldn't i be able to upload files into it through the php script itself, (ie Joomla)??

I want to create a folder with a certain permission and the subfolder inside it should belong to the same permission as the parent folder. how do i achieve that.

If this is not the right section for these questions, kindly direct me.

If this is a Linux/Unix file system, my guess is that the user you are signed in as does not have the privileges to change the permissions of the folder you are trying to change. Can you see who has ownership of the folder? There should be a user & a group.
