Question about uploading files

Hi there,
I am sorry if this is not the right please to put the question, but I do not where to , please tell me where to, otherwise.

actuallyI wanted to write an article in the java tutorial, to share with DIC what I have learned, and I wanted to upload the resources for the example, but I had an error: Upload failed. You are not permitted to upload a file with that file extension.

what is that suppose to mean, can not I upload a file, and how shall I have the needed permission??

Thank you very much ,
I am trying to upload a .rar file that contains all the needed files , which are : a java file, two dlls, and a jar file ,

even when I tried to upload them one by one I got the same failure.

Upload it as a ZIP file. RAR isn't an allowed extension
