Since all the drives are empty, why not format them too? Boot from CD and format the partitions (after the initial malware check & elimination) and see if malicious components appear again.

There is one article that might help you on how to remove the malware that is found on your PC.

It is located here (look for all points except 3 and 4). Those are some recommendations and guidelines on how to remove it from the sytem registry.

Seems like the problem is bigger than I thougt. As an extreme solution, you should disconnect your computer from the Internet, completely format all the contents of it (since you don't have anything there anyway), install Windows, connect to the Internet, then download install the needed software (make sure you do not insert any flash drives or CDs that are of suspicious nature AND that you download the software from actual safe sources).

Also note, that frequent formatting is not a good process for your PC and it affects the hard drive, therefore you should only use this method in extreme cases.

Also another thing to try in the troubleshooting process is a different internet connection. What I'd try is do a complete format and reinstall, install my drivers from a cd, including wireless. Then I'd bring my computer (hopefully a laptop) and try it either at a friend's house, or a public wi-fi hotspot. If it works in those places, then bring it back to your house and try your connection. It might be your ISP or even your router that's messed up. ISP:give them an angry phone call. Router:flash the firmware.

I have seen on occasion a virus find itself onto the emergency restore partition of a hard drive. So even a fresh install comes pre-packaged with an infection.

That's why there's always BCWipe and DBaN.
