What OS are you using?
Are you trying to install Visual basic express edition?

Assuming you are running Windows (I'm not sure Mac can run .Net but I may be wrong), I would just download the .Net Framework Service Pack 2 from Microsoft. If you mean the programming language for .Net, download "Visual Basic 2008 Express Edition" from Microsoft and go from there.
