run it from your house, if you have a dedicated connection

however you would still have to register a domain name for $$$

It would involve building your own webserver,

Anyways you'll prolly have to get a company to host it, some places offer free webhosting, and many many other offer low costs ($5 month) for a small amount of space. Sorry but there is no free lunch.

You would need IIS or Apache (IIS will probably be easier for you). IIS is available in Windows XP Pro, Windows 2000 Server, and Windows 2003 Server.

You will then need a domain, someone to host your DNS (there are free ones available). If you plan on getting more than a few thousand hits to the site, or serving video or large images, you'll need at least a business class broadband connection. >1MB/sec Up.

It's much easier to just pay $2 a month or have someone host it, or find someone to host it free. Trust me... I run a web hosting company myself, it's a pain in the arse.

I have to agree 1000% with Chris...just pay the money and save yourself the hassle ;)

There are free places but you will be overwhelmed with ads and extraordinarily low web space and bandwidth to work with. You will also have a crazily long URL.

Stupid Freebies:
http://angelfire.lycos.com/
http://geocities.com
http://fortunecity.com

Non Freebies I've worked with:
http://brinkster.com
http://yahoo.com <<worst one of the lot.
http://homestead.com

http://simplehost.com <<this is the one I use, it kicks ass. total kickass, that is.

If I were you I would go with simplehost. They are extraordinarily quick responding when you start and their support rocks. I have several accounts set up with them for websites I've developed in the past.

EDIT: Did I mention it supports any language I've ever needed to use, unlimited MySql databases, redirs, parks, e-mails, webspace, a load of bandwidth (I believe you can buy more if you run out; or strike a deal with them however it hasn't happened to me so...) a bunch of scripts for beginners to work with and non beginner scripts that automatically install using Fantastico.

Google has a "Google Page Creator" where you can create your website like @ Y!Geocities...

I think it's at http://pages.google.com
