Draw two vertical lines
Draw two horizontal lines which crosses these vertical lines
The end result should be this:

Now you have a game: tic-tac-toe
Seriously speeking, according to your message you have no programming experience so it's impossible for you to do a game, though luck. You can always pick up a language and hope you are able to learn it and one day create a game. But games aren't made in one day so stop dreaming about creating the next big MMORPG alone with $0 budget.
