Depends what you subscribe to...but it's not exactly cheap...depends what you consider a lot of money, I suppose.
To answer your question, yes, it will cost money for Vista. All main windows operating systems are sold...none are given away.

The most reliable information I've heard (from a colleague at M$) is that it should be available for sale in late Q3 or Q4 of 2006...he did not have a hard date.
