There is 7-Zip that you can use to unpack an RAR file, which is free. There are versions for Windows, Linux and Mac. There is also the source code available.
There is also WinRAR for Windows that is used to unpack RAR files. You should be careful in downloading that one though because there were programs of the same name that contained viruses that would hijack your browser and redirect any search results. It isn't a free program.

rar isn't an audio type, it's a compression.
I don't think playing rar files into an audio device is going to sound at all favorable. Unless you like binary.
