You can't really pick between Unity and Visual Studio, because these two products are completely diffent in their nature - Unity is an engine while Visual Studio is an IDE.

Probably you were asking whether you should start with a pre-made engine or write your own. At the starter level, I would definitely recommend you going with a pre-made engine - it will save you some time and frustration, as you don't have the needed programming and math/physics experience yet (I only assumed this). Later on, when you will find out the limitations of the selected engine but will also have the needed experience, you will probably want to work on your own engine.

Well you see, the important thing is that you will have to use a programming language anyway. You have the choice of it, as well as you have the choice of the game engine you are going to work with. C# is a good place to start, and if you decide so, take a look at XNA - this should give you a head start.

Now if you read the description for the tool, you will understand that it is not an IDE. It offers scripting (not application development) capabilities, that in the context of .NET are limited to the Mono platform, which is not always suitable for full-featured .NET development.

That's not even close. Unity offers scripting in C# through the Mono platform, and does not support any code outside of classes provided by Unity. Visual Studio on the other hand, has full support of the .NET framework
