sudo is actually the command used to give non root users root permissions within a defined scope...it is often used for installations if root permissions are required to install, but it does not install anything itself.
As for Ubuntu, you can get almost anything directly from the Synaptic package manager...it subdivides available software into categories for ease search.
As ubuntu is a debian build, you can also use the apt-get functionality.

Does it give you this error for any package? Or just that one?
As for amule, you can try downloading the file directly from here.

did you run
sudo apt-get update

Also it may be in the universe or multiverse trees
ubuntu guide, adding extra repos

I second the fact it's probably something to do with needing to add universe to the respitory

mplayer, hands down. although I haven't actually used it yet, I've just heard. just make sure you have a later 3.x version of GCC. They're really picky about it.

I disagree. MPlayer is clunky and doesn't fit into GNOME (which Ubuntu uses) well at all
