I was wondering if it was possible to add links in CSS beacuse I can't get the PHP thing where you change only one file to edit the whole site and i have also tried linking to a seperate .JS file but it didn't work.

No it's not.

You can use Javascript however. And there are many ways to do it with Javascript.

In your <head> section, put:
<script src="header.js" type="text/javascript"></script>

You would be better off using SSI (server side includes)
example:
<? include("/includes/yourfile.inc"); ?>

You have to make sure that your server is set up to run SSI

Script tags can go anywhere in an HTML document. If it's not showing, either your code isn't being used correctly, or there is an error with it.
