I think this has been discussed in greater detail in the following threads:
Reputation- A Primer
Reputation Rules
The consensus, I do believe, was to leave the rep system active in all forums to encourage a few quality posts vs. a large quantity of crap. In terms of the Corner Cubicle, I believe that the rep system should remain active as it is for professional discussions, not off topic threads. So if there is a good discussion and a member makes a positive contribution, I don't object to a + rep for him or her at all. In fact, it helps promote quality posts for not only that member, but it shows others examples of quality replies.
As for the lounge, I do see where you are coming from, but it has been helpful in vividly illustrating what is and isn't acceptable in the off topic discussions. While sometimes the amount of - posts may be a little extreme, members who care about the number under their names now have a vested interest in thinking before they speak. Now if only we could tie something like this into our current political system.

However many it takes for it to happen.
Unfortunately opening 100 threads stating it isn't going to make it happen. Take a look at this thread to see the rules that have been implemented.
Over time it will work itself out (down votes in the Lounge versus good votes in a programming question)

Maybe I should down-vote that post because I disagree with you like everyone else is doing to other posts.

As I keep saying, it's only the ones that keep saying horrible stuff that seem to complain about the reputation system. Bothering the mods isn't going to help either.

If you people would stop beating the dead dog to death in there, this wouldn't be an issue.

In one of those threads macosxnerd101 linked to, I believe it was skyhawk133 who mentioned about putting a cap on how many -'s or +'s a member of each group gets. Once that is in place, I think the rep system should be in all the forums. You post something stupid, you should be downed rep; thats the way I feel about it. He also said that measures were being taken so that they would catch if people were ganging up on someone or the "You scratch my back, I'll scratch yours" type thing.
Don't make stupid and pointless posts and no one will have to worry about anything. Hell, I'll probably get a few - reps for this post.

That's why I love the rep system. There's a limit too, so don't worry too much about flooding. I've already stated a nice long post in the reputation rules thread about how the only rule really needs to be against bots, sock puppets, and meat puppets as generally votes balance all out nice and fair.
I've yet to seen an unfair rating and I only expect that to happen if someone is bot spamming.

Well unless this thread is a petition I doubt it will change the outcome of the reputation system (even then I doubt it). I don't see what the problem is in any-case, does it truly bother you to be down-voted or have a lower/negative reputation? I could careless, I come here to help others and when needed, get help myself. Finding the most helpful post is just more efficient then searching through what could be an archive of useless posts. You don't like change; live and let die.

The down vote limits have been in place since late last week.
We're not seeing "abuse" in the lounge or heated topics. In fact, what I've seen has been pretty damn accurate for what should be voted up and what should be voted down.
I agree, don't post stupid stuff and you won't get down voted. Put a little time and effort in to your posts. Spell check them. Use your brain a little, and it shouldn't be a problem.

I'm sorry but if reputation points mean that much to you maybe you are helping for the wrong reasons? I see no difference between someone worrying about reputation points and someone worried about post counts.
There, that should get me a down vote
