Hello PsychoCoder. I actually have looked at the AMD Phenom II series but I can't afford that. How about theAMD Phenom II X4 955 Black Edition Deneb 3.2GHz 4 x 512KB L2 Cache 6MB L3 Cache Socket AM3 125W Quad-Core Processor. Would it be compatible with the other hardware though.

I have another question. I've been reading around and I keep hearing the world overclocking. I searched and got a vague idea on what's about. Could I overclock my memory, processor, etc.

Unless you know what you're doing I would avoid overclocking, you could do a lot of damage to your hardware

As long as it fits in the motherboard you're buying then you have no worries. Just make sure the socket type of the CPU matches the socket type of the motherboard

For the socket type for the CPU is AM3 and for the Motherboard it is AM3, AM2+, AM2. I'm going to guess that they are compatible since the both say AM3 but I just want to be sure.

I found a video card which I think is good. The problem is that it has 720 shaders when you put into the computer but is exsposed to have 800 shaders. They have fix for it though. I'm wondering if this graphics/video card would be compatible with all of my other hardware? Would this be good for gaming.

too expensive if you ask me. i buy recently Asus GForce 9800GT 1GB ram 256bit for less then 150$ and Nvidia is the gaming card in my opinion.

Can I make a suggestion? How about you tell us how much you're willing to spend and then make the post a competition to see who can come up with the system that gets you the most bang for your buck?
Normally, when I build a new gaming rig, I'll keep an old part or two from the previous rig (like maybe the sound card or perhaps a drive) and then figure out how much money I have to spend on the rest.
The list of parts you'll need for a new rig would be:
As for an OS, yes, I'd also recommend Windows 7. I'm currently using XP on my game rig but Win7 will be my next upgrade. Also, this is a good resource to consult. They review parts, games, OS and all kinds of gadgets without much of a bias.

I have already bought some of the parts:
Chasis
Motherboard
Hard drive
optical drive
The processor I don't want to spend over $170 on and the Video card I don't want to go over $170 either. I don't need a sound card since KYA said it is built in. I'm already using Maximum. I have an article about their $647 PC and using it as a guide to build mine.

Everything with the build from looks fine - If you are wanting to upgrade the CPU, head to the Phenom II X4 series. I have the 940 and it's awesome - plus these days I think it's only ~$120. GTA IV is a very bad port - the PC version is very CPU heavy, so having the L3 cache and faster clock on the 940 will help there.
If you have the money, try to go for a GTX 260 if you can find one. Very solid cards. Otherwise the 5770 will work just fine.
I say bite it and buy Windows 7. The access to the DX10/11 is worth it in the end. Especially since XP is going End Of Life here this year.
I do worry about the power supply - I've seen too many computers get own'd by bad or low quality power supply. Think of it this way - it regulates the power to all of your expensive components. Don't skimp there:
