Text to speech in c# xp platform

How to get started doing text to speech in a C# windows form using an XP platform. I keep reading about adding things like:

uning SpeechLib;
using SystemThreading:

but haven't found where they are to get linked. I have also heard about adding reference as XP comes with speech built in. However, I don't seem to have that choice. It is either add project or add website. Please help me get started.

Well the first thing you're going to need is the Speech SDK, which can be downloaded here. Then you can read the Speech API Overview

Are all the files necessary? Which one or ones should I install. I tried to read the second file you suggested before, but it talked about SAPIs that required windows 7. Are you saying the commands are the same?
