Steam makes mine do this. It's every few seconds that the mouse changes to the "pointer plus spinning wheel", but it only changes for like half a second, then goes back to normal.

I call bullshit on this one. No one is afraid of the FBI tailing them, calling their house in unmarked vans, ect ect & posts it on a multi-hundred member forum full of strangers.
