Okay,
you dont need a web address because there isnt a website yet,
but here is my deal...
Last year, just as a kind of whim and wanting to play around with some code I set up a Wiki for myself and used it to keep notes for all of my classes and stuff and it was actually pretty useful. MediaWiki is a really simple setup just like wikipedia, and by the end of the year I was just searching for information I needed and got exactly what I was looking for in regards to information we covered in class. I was tired of just typing it up in Ms word and forgetting about them later.
This year, another student set up a document tree that contains his personal notes for his classes, and lets anyone go get them if they missed a class or are just lazy, so i came up with this idea..
Im not going at it like a buisness venture, but more of something for myself that I would like to flesh out into a cool model just to see what can be done with it.
I just want to create a portal

that contains the ability for people to both post and view others notes on their classes. at first it would obviously be just my notes and a few other friends or what not, but i could imagine it growing and the courses growing, and everyone knows that classes arent the same year to year but the material doesn't change that much, so it could be a resource down the road.
so i could track ongoing courses, and archived courses, the inclusion of the archived courses could help add to it a constantly expanding database of knowledge somewhat like wikipedia or something.
its also going to be very web 2.0 , just to be trendy.
its gonna be a cool job for me to build even if it doesn't ever attract anyone, just to say i did it,
but really i am asking you if you have any other ideas to add to this, or pitfalls i should look out for, or just want to say hi.
im excited about my idea. dont shoot me down.

i am going to write up a start-up plan now.

Thats a pretty neat idea, assuming you have stuff like university/college, course, module, year and all that jazz attached to each set of notes it would make for a very useful resource for students everywhere!

Oh, I have a feature for you. When you have time, you could implement some sort of function that find's just one schools notes, which makes finding the your buddies not really easier. This could also be useful to the school's web sites and generate more visits to you in links like "Check out our student's notes here".

anybody know of anything where a person can upload scanned images and i can have an applet or something that reads the text (ocr) the thing??

Open OCR. http://sourceforge.net/projects/oocr/
Good luck porting it to web though.
Simple OCR also has a free on with source code available, might be easier to port to web. http://www.simpleocr.com/
Free Japanese Online OCR service. I think you could arrange something with these guys to get the engine or API. http://ocr1.sc.isc.tohoku.ac.jp/e1/
