Desktop power light comes on, fans dont turn

Alright I have a desktop I put together myself. It has an Intel board Pentium 4 processor, 3 GBs of RAM. Anyways, one night it was working fine I wokr up the next morning and the power light was on but my fans werent turning. I powered it down, rebooted and the Power light comes on, CD drive lights come on and they stay on but fans dont turn.

I swapped out a PSU and same thing. I thought it might be the mainboard. Before I bought a mainboard I instead bought a laptop to use in the meantime.

Well tonight I tried the new PSU and my fans turned on and looked like they were running. My CD lights came on but when I tried to open the try it wouldnt open. So I went back to the old PSU and now my fans are back to not turning. I'm thinking its a mainboard issue but thought I'd ask in case I might be missing something.

Try each stick of ram individually.

Nope same thing. I did notice I was flipping the switch on the back of the PSU to off and my power light stays on. Ive never noticed that, it that normal?

I've seen led's on the mobo & nic stay on before, usually caused by residual power left in the compactors.

If you try to spin the fans with your finger, do any of them feel tight?

I havent tried that. Im taking it apart now and cleaning it. I noticed three swollen caps by the CPU heatsink so that might be my problem. The PSU fan doesnt even turn though so I dont know.

Blown Capacitors huh? I was going to suggest that, but most often this causes phantom reboots, not failure to power on. How handy are you with a soldering iron?

Fixing this isn't hard, it's just a matter of having spare caps & the ability to change them. Sorry I can't help more :(

I can weld so soldering can't be all that different, maybe? I looked around and think Im going to give it a try. If I mess something up then I get a new mainboard which is what I was going to do in the beginning anyway. Mine a bit outdated anyways.
