how can i create dynamic jsp page according to user roles

hello;

well i have in my webpage multiple user roles which are:
1) admin (can view all of the menus in the jsp pages)
2) head of department
3) normal user (can access menus or submenus not available for head of department)
...etc many other roles where each roles give the user a permition to access specific menu in my jsp page

notice that each user can have multiple roles
now i am tryin to create a dynamic menu according to user roles, instead of creating multiple jsp pages;

i need a direction on how to do that :rolleyes2:

Have people "log in" and set permissions accordingly.

if someCondition
    displaySomeMenus()
<%-- etc... --%>
