Hi all!

Just a quick question - see the image attached, it's a picture of an album cover. I've always loved the distorted line effect used over it. And I'm just wondering how this effect is achieved?

Not asking for a tutorial I'm just quite curious as I like the effect and have always wondered.

Looks like a simple overlay of an image with partial opacity on a fully opaque image. The overlay would be the grungy affect.. the opaque would be the city.

Some quick tutorials I found that'll get the point and concept going for ya! I tend to use it on vector graphics but have tossed a grunge texture on things to spice up an image. A few examples on my website.
