"mangled" config.ini files on new Virtual Devices

I recently installed the Android SDK so that I could play around with the eclipse app. However I have run into a problem where the Virtual Devices it creates are born with what it called a mangled Config.ini file and are unable to run. I was hoping that someone here would know how to fix this.

Here are some Facts:
I am running this on a Windows 7 64bit OS.
I have tried making Several new AVD's.
I have tried reinstalling the SDK.
I have tried running both Eclipse and the SDK/ADV manager in Admin mode and making new files.
Tried simply deleting the affected file, which didn't do anything.
And pressing the repair button is not an option it seems.

I think I've found the problem.
The AVD manager saves all the data under the user files, but isn't build compensate for certain regional characters that might be in the containing Path.
Being placed in my User folder by default I just cant go around changing the Path Name I think.
