I'm unsure if this is the right place but I think it fits here best.
I'm building a cms and I was checking out themeforst for a nice admin panel. The one I really enjoyed was simpla admin (Simpla admin). But to use it in my cms I have to buy the extended license which is $1000. Which I find a lot for just the psd. Now I'm designing a admin page (based and looking very similar to the simpla admin).
Something to add, the cms will not be sold on a site like themeforest. It will be used for people who need a dynamic site. (Most of my clients). Also the design of mine is made 100% in photoshop so I got the psd.
Now my question is that can I get into legal problems with this? (Check links below)

They would probably call you out on it, but I don't know if they could actually do anything about it.
You could do something like turn it around (put the sidebar on the right instead the left) or change the color scheme to make it a little different....

You are allowed to use the site as inspiration, but you should not make a complete clone of it. Decide what your needs for the website are, create a wireframe and then use the design inspiration to finish it off.

After speaking with my Web Development teacher about this subject, he said he would qualify as plagiarism, and it would be likely that a judge in court would as well.
So I think it would be best to avoid using that template and going with one you made on your own.

Inspiration derived from any site is fine, but if you have to live as a designer and have to do this to get a site made then you need a new profession.
